Couple things in play;
States can make whatever decision they wish, as they evaluate costs and benefits of their policies.
That said, they will be held accountable by their populace for both the good and bad side of these policy decisions.
If Virgina wishes to destroy businesses and accept the loss in sales and thus loss of revenue.(and counties too...). Lack of revenue would hit public safety, teachers, hospitals, and many many more. If thats the choice, So be it.
However, No one should ever get a free pass, or $$ from the feds to bail them out, if they assert they and only they get to decide whatever they decide.
